I have only heard or read limited facts on this different type or alternative to common methods of circumcising. I guess that in the way it differs is that less to none of the penis's foreskin is removed but rather a portion of the skin of the shaft is removed and the foreskin is then retracted onto the shaft. I have not seen this result but am curious if anyone can clarify what is done and how it compares to typical average circumcision.
So far I have found it referred to as a Japanease circ or Asian type.
If one has been cut in this way can they restore with the same way/ methods as other common circed type guys?
Any links to help me find info appreciated.

Yes, they can restore. All it takes is tension. They would need to experiment to find out how best to do it.

Your descriptions suggests this would preserve the frenar band and frenulum.

But I don't see under what circumstances this would be performed. Non-genuinely-required-medical circumcision is designed to desensitise the penis, primarily by removing the frenar band and preventing the frenulum from functioning. Removing only shaft skin would not really achieve this perverted aim (although it would to some extent immobilise the foreskin, which would could reduce sensation to some degree).

If there was a genuine medical need for amputation then my understanding is that this would probably affect the frenar band portion of the foreskin.
