This is what a richer and circumcised Mexican teen says to his poorer and uncut friend in the movie "And Your Mother Too" ("Y tu mamá también"), which I just finished watching. The poorer teen is avenged later on during this trialogue with an older woman: Tenoch [the richer teen]: Plus, Julio [the poorer teen] has a really ugly cock. Luisa [the older woman]: Oh really? Why do you say that? Tenoch: It looks like a deflated balloon. It has a hood on it; it's really gross. Luisa: Mmm, yummy. Foreskins. I love them! Tenoch: Well, I think a hood is just gross. Julio: Ah, you're just jealous 'cause I'm bigger. Apparently uncut men are stigmatized in Mexico. This is odd, because I know that this isn't the case in Brazil, even if, like in Mexico, circumcision there is more common among boys from well-off families. As far as I know, it's just a portion of the upper class in Mexico that has had a trend toward circumcising, probably as a result of US influence. Doesn't happen in other Latin American countries, as far as I know.
My guess is that with that part of the movie they were speaking to the wealthier demographic who are more likely to see the movie and more likely to circumcise. Actor Diego Luna wore a prosthetic penis in that scene to appear circumcised. He talked about it briefly in a 2003 interview with the film's director, Alfonso Cuaron: Quote:

It should be interesting to know that Diego Luna, an actor, and someone whom I would assume to be "well off" is NOT circumcised, much to the film's message.

It confuses me as to why people joke about it, reading over that interview. It just isn't a laughing matter.
