As director of the HHS Office of Global Health Affairs, he already serves as my representative to other nations on health and social issues and has drawn on his extensive world experience to help guide the Administration toward its global health goals. I think it would be instructive for intactivists to know something more about this guy. Is he a publisher of pro-circ research, or the son of a mohel, etc?

Some of my posts are a sort of "note to self" that others might also find useful or want to follow up on, and I thought that this might be of interest because the WHO has promoted mass circumcision programs in Africa, and the United States is a large (largest?) donor to the WHO.

From Dr. Daulaire's bio on the globalhealth.gov site

Immediately prior to his appointment at HHS, Dr. Daulaire served for over a decade as president and CEO of the Global Health Council, an international non-profit membership organization with members in more than 100 countries. In this role he coordinated extensively with international leaders, NGOs, faith-based organizations, academic and charitable institutions, governments and United Nations agencies to improve public health in the world’s poorest communities. He advised the Bush Administration on the initial establishment of the President’s Emergency Plan for AIDS Relief and the President’s Malaria Initiative, consulted with Congress on ramping up funding for international maternal and child health as well as neglected tropical diseases, testified on behalf of reproductive health and family planning programs, and helped to ensure meaningful civil society participation in the design and governance of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

From 1993-1998, he served in the Clinton Administration as Deputy Assistant Administrator for Policy and as Senior International Health Advisor at the U.S. Agency for International Development (USAID), where he guided an integrated global strategy encompassing health, population, hunger, girls' education and other social sector programs. He was the lead U.S. negotiator on health matters at numerous international conferences, including the Cairo Conference on Population and Development, the Beijing World Conference on Women, and the World Food Conference, and participated in numerous World Health Organization annual assemblies.

The innocent phrase in the press release which caught my attention was this:
"...the Administration toward its global health goals."

Just what are the Obama Administration's global health goals? I mean, apart from bribing African nations into mass circumcision of their male population, and a propaganda campaign in South Africa that foreskins are dirty.

We already know (thanks to Rush Limbaugh) that the Administration was planning on making circumcision mandatory for baby boys at birth in the U.S. It backed off due to either hostile and negative reaction or ridicule, or a combination. Limbaugh's reaction, "Mr. Obama, keep your hands off our penis," must have been pretty devastating.

In know that many of you dislike Rush, but here is a case where he did us a big favor. No one else had balls enough to call the administration out on this outrageous plan.

This seems like an opportune time to remind members that the US Agency for International Development is currently accepting public submissions about the role of religious organisations in USAID programs.

A member who lives in the United States and is familiar with these matters might like to investigate whether there is an opportunity here and if so, draft a response document that we can each download and submit individually.

The deadline for submissions is 9 May 2011 and ideally, a "Call to Action" should get at least a one week run, in the appropriate section.

I'm not a Rush fan, but I'm glad he spoke up for the intactivist way of thinking... unless it's just that he thinks that parents should have the 'right' to choose whether to cut their sons or not, rather than the government forcing it on parents.

Also, proof that Obama was actually going to force all parents to circumcise their sons? Like, from the man's own mouth? I know the US is circ-crazy, but I honestly have a hard time imagining that flying here in this day and age. Plus, even though I'm not an Obama fan by any means, I just find it hard to believe that a guy who's spent as much time in different parts of the world and been exposed to as many different ideas as he has would be that blindly pro-circ. But maybe he is, who knows.

I think Rush's main motivation was to have an excuse to throw a political spitball at the Obama Administration, but when he said, "...keep your hands off our penis," he did make a valid point, however coincidentally. He did not say his position was because he was supporting the Parental Rights movement -- no doubt because he would view them as a bunch of Hollywood liberals.

The plan to require all babies born in the U.S. to be circumcised was apparently hatched by the CDC, not Obama. Although these public health agencies are supposedly non-political and staffed by career bureaucrats, they are under the direct control of someone appointed by the Administration and confirmed by the Senate. So they are essentially under political control, at least theoretically. And they spend tons of taxpayer dollars, the CDC alone spends billions...always in support of circumcision, never against, not a single time. They are pro-circumcision, that's why. Now they're using the pretext of AIDS prevention to scare gullible Americans back to neonatal circumcision.

Obama, according to Bill Maher, has not been circumcised -- how he would know this I have no idea, but I don't think he would say it publicly if it were untrue. Although most Republicans call Obama a socialist (presumably because his health care reform is a socialist-capitalist hybrid), I'm not so sure. I think Obama is just a standard, opportunistic politician with no special ideology. You can see it in his flip-flops and broken promises and constant premature concessions to the Republicans. So I don't count Obama as necessarily pro-circ or pro-anything. He probably didn't even know what the CDC was doing when word got out about their plans to require circumcision. But by some mysterious coincidence, as soon as Rush Limbaugh started ridiculing Obama for it, the plan suddenly became just a contingency plan, not a requirement, and was quietly shelved. My guess is that Obama was angry at the CDC for setting him up for ridicule and political bashing, and not necessarily angry about their public policy position, despite his being intact.
